This research examines the impact of government policies on the dynamics of industrial relations and trade union activities in Indonesia. Using a qualitative approach, this study describes how these policies affect the interactions between employers, workers, and trade unions, as well as the role of trade unions in advocating for their members' rights. The results show that changes in government policies, particularly related to the Job Creation Law, have altered the legal framework of labor relations with various implications for the stability of industrial relations and workers' welfare. The Pancasila Industrial Relations approach serves as the main foundation in achieving harmony and justice in industrial relations in Indonesia, following the values of Pancasila that promote social justice, democracy, and shared prosperity.

Local Economic Transformation in the Era of Society 5.0: Opportunities and Challenges of the Inhil Jaya Advanced Village Program in Indragiri Hilir Regency

The transformation of local economies is crucial for achieving sustainable development, particularly in the era of Society 5.0, characterized by the integration of advanced technologies into various aspects of society. Indragiri Hilir Regency, through the Desa Maju Inhil Jaya (DMIJ) program, seeks to leverage the Society 5.0 concept to improve village welfare. However, the program faces significant challenges, including limited technological infrastructure and low digital skills among the rural population. Society 5.0, first introduced by the Japanese government in response to the Fourth Industrial Revolution, emphasizes the use of advanced technologies such as IoT, AI, big data, and robotics to create a more inclusive and sustainable society. This research aims to analyze the implementation of Society 5.0 within the DMIJ program and explore the opportunities and challenges encountered. The study employs a literature review method, synthesizing data from various secondary sources to provide comprehensive insights into the potential and obstacles of integrating advanced technology into local economic development initiatives. The findings suggest that digital technology can empower local communities by enhancing economic activities, participation, and human resource quality. Despite the challenges, the successful application of Society 5.0 principles in the DMIJ program can serve as a model for other regions, contributing to national development and improving the quality of life in rural areas.

This study examines the political socialization efforts conducted by the General Election Commission (KPU) of Musi Banyuasin Regency towards first-time voters leading up to the simultaneous general elections in 2024 in South Sumatra Province, Indonesia. First-time voters are Indonesian citizens who are using their voting rights for the first time in an election. The KPU of Musi Banyuasin plays a crucial role in providing these voters with understanding of the correct voting process. The study adopts a descriptive qualitative approach, employing data collection techniques such as interviews and documentation. Findings indicate that the KPU of Musi Banyuasin has implemented intensive political socialization efforts to prepare first-time voters for the upcoming elections. These efforts involve adjusting the content delivered to ensure its relevance and comprehensibility to the target audience. Political socialization agents from the KPU require not only effective communication skills but also expertise in delivering information clearly and inspiringly. The interaction between these agents and first-time voters is crucial in shaping positive political attitudes and understanding.

Implementasi Kebijakan Program Pendaftaran Tanah Sistematis Lengkap (PTSL) Oleh Kantor Pertanahan Kabupaten Ogan Komering Ulu Tahun 2021

ABSTRAK

Program Pendaftaran Tanah Sistematis Lengkap (PTSL) merupakan Program Strategis Nasional untuk percepatan pendaftaran dan sertifikasi tanah seluruh wilayah di Indonesia, memberikan kepastian hak dan perlindungan hukum, mengurangi kasus sengketa pertanahan serta untuk meningkatkan taraf hidup masyarakat. Kasus sengketa pertanahan di masyarakat masih saja terjadi, akibat dari mahalnya biaya pengurusan sertifikat, serta lambatnya proses pendaftaran dan pembuatan sertifikat mengakibatkan masyarakat memilih untuk tidak mengurus sertifikat tanah. Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi Program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kabupaten Ogan Komering Ulu yang dilaksanakan 31 Oktober 2023 sampai dengan 22 November 2023. Metodologi yang digunakan adalah Kualitatif, indikator yang dipakai berdasarkan teori Van Meter dan Van Horn antara lain tujuan dan sasaran program, sumber daya, komunikasi antar organisasi, karakteristik agen pelaksana, kondisi ekonomi, sosial, politik dan sikap pelaksana/penerima program. Hasil penelitian menunjukan bahwa implementasi program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kabupaten Ogan Komering Ulu belum berjalan maksimal dibuktikan dengan persentase realisasi SHT (surat hak atas tanah) sebanyak 71,54% (tujuh puluh satu koma lima puluh empat persen) sebanyak 28,46% (dua puluh delapan koma empat puluh enam persen) belum dapat terealisasi target SHT nya. Dilihat dari 6 (enam) indikator mengukur implementasi program bahwa indikator paling lemah pada bagian komunikasi antar organisasi dan kurangnya (SDM) tenaga ukur lapangan yang dimana pada saat sosialisasi masih banyak terjadi masalah dan hambatan. Saran dalam penelitian ini perlunya penambahan kebutuhan sumber daya manusia (SDM) pada bagian petugas ukur lapangan serta perlu membuat jadwal dan materi sosialisasi yang mudah dipahami masyarakat.

The Uninhabitable House Rehabilitation Program is a government program that aims to help low-income
people have habitable houses. The problems with this program are limited quotas, lack of contribution in providing
building materials, and lack of clarity when conveying building distribution procedures. This program needs to be
evaluated to find out the results of the 2019 Uninhabitable House Rehabilitation Program in Ogan Komering Ulu
Regency which has been implemented.
This research was carried out on 14-30 October 2023. The theory used was Policy Evaluation Theory
according to William Dunn with indicators of effectiveness, adequacy, equity, responsiveness and accuracy. Qualitative
descriptive research method. Data collection techniques through observation, interviews and documentation. Data
analysis techniques by collecting data, reducing data, presenting data, and drawing conclusions.
Based on the research results of five indicators, namely: 1) Effectiveness, it has been implemented
effectively as expected. 2) Sufficiency, this program is sufficient to solve problems and the funds/materials provided are
also sufficient. 3) Equity, development implementation has been even and there are no longer any people who have
houses that are uninhabitable. 4) Responsiveness, this program has been very responsive as seen so far the response
from the community, sub-districts and the Perkim Service has been good. 5) Accuracy, this program is right on target
because this program is really given to people who have low incomes and have uninhabitable houses.
This research can be concluded that the 2019 Uninhabitable House Rehabilitation Program in Ogan
Komering Ulu Regency has been able to achieve its goal of solving the problem of uninhabitable houses.

The Symptomps of One Candidates in post-conflict elections regent and deputy regent has become a big rumor since the Constitutional Court Decision which allowed single candidates in post-conflict local elections. Tthe causes one candidate phenomenon in 2020 and the implementation of the post-conflict regional election process in Ogan Komering Ulu Regency.

This research results show that the threshold is a factor that limits political participation for small or independent parties, and encourages political strategies to maximize the opportunities of a single candidate. Apart from that, the practice of political dowries also influences the dynamics of candidate selection and power struggles at the local level. These two factors not only influence the candidate selection process but also have the potential to damage the integrity of democracy and inclusive political representation.
